At what point does the new file hook get called in 4.0.16? I've set a custom hook for it, and it hasn't gotten called whenever I create a new file.

I don't think it's getting called at all right now because it was causing bugs a few versions back. I have gotten a few questions about it lately, so I am going to take a look at it and see if it can work for the upcoming build.
